The existence of the MWVCRC was specified under the landmark Lempert-Keene-Seastrand oil spill act of 1990 which was California’s response to the Exxon Valdez oil spill in Price William Sound, Alaska. The Exxon Valdez Oil Spill Trustee Council is a joint state-federal partnership that was created to oversee cleanup of Price William Sound and develop effective policy to reduce the risk of oil spills in the future. Therefore, the EVOSTC isn't directly analogous to DFG-OSPR, but long-term goals are similar.

Though the Federal Government may have different and more obscure
acronyms for their recovery programs, our facility works closely with
the U.S. Fish and Wildlife Service both in Alaska concerning the
northern sea otter, where they are running a research program similar
to ours, and in California with the southern sea otter, where they
oversee our live animal permits.
