A spill has been reported near the Black Sea. Over 500,000 gallons of oil have been spilled and 30,000 birds have died thus far. SFGate / The San Francisco Chronicle has an article on this below:

Horned Puffin prepared for necropsy
Puffin Invasion 2007: Summary of Horned Puffin (Fratercula corniculata) mortality event based on gross examination
During late March to late June 2007, the Monterey Bay National Marine Sanctuary’s BeachCOMBERS program documented increased numbers of Horned Puffins (Fratercula corniculata) washing up dead on beaches. To date, 27 Horned and 4 Tufted Puffins (F. cirrhata) have been found dead on beach surveys within the Sanctuary, in Monterey, Santa Cruz, and San Luis Obispo counties. An additional 6 Horned Puffins have been brought to rehabilitation centers in the area, where all have died shortly after arrival. This event provided the Central California Marine Bird Health Study with a unique opportunity to gather basic information about the species. Unlike the related Tufted Puffin, which breeds locally at the Farallon Islands off San Francisco, the Horned Puffin is a “very rare” visitor to Monterey Bay.

California Sea Otters – 2007 Survey Count Reaches New High
Observers, led by scientists at the U.S. Geological Survey (USGS), counted a total of 3,026 California sea otters for the 2007 spring survey. This count marks a record high and a 12.4 percent increase over the 2006 count of 2,692. The previous high mark was 2,825 sea otters in spring 2004...

There are 2 lab staff positions opening at MWVCRC in Santa Cruz.Untitled-35.jpg
One is a part-time Staff Research Associate 1 position in support of a large environmental pollution monitoring study that is just getting underway-This is a new position.
The other is a full-time Staff Research Associate 2 position in support of a continuing environmental pollution study.
Both positions are administered through the University of California, Davis School of Veterinary Medicine and come with full benefits.
Both are funded for 1 year at present, with some possibility of continued funding afterward.
Details and skill requirements for both positions are currently posted on the UC Davis staff employment website (VL # 8030 and VL # 8033).
Applications should be submitted directly to UC Davis.

Bush Offers Boost to Marine Conservation
WASHINGTON, (AP) --President Bush on Friday proposed an 8 percent
increase in the $1.75 billion federal budget for coastal and marine
conservation programs. The president hopes "to clean up our oceans and
coastlines," said Commerce Secretary Carlos M. Gutierrez, whose agency
includes the National Oceanic and Atmospheric Administration, which
would get most of the additional $143 million budget request.

"The California and the World Ocean '06 (CWO '06) Conference brought
together more than 1000 attendees from 23 states and six countries to
focus on improving ocean and coastal management. Invaluable information
from fisheries to sediment management was shared with participants
during the 67 sessions spanning four days.

"We hope the information shared at CWO '06 will continue to inform our
work to protect the ocean and coast. The conference had seven
concurrent sessions and one of the most common comments we received was
that participants had difficulty determining which session to attend.
Consequently, we are providing the video archives of most CWO '06
sessions (49 of 67 total sessions) free to the public at the CWO Web
site <http://resources.ca.gov/ocean/cwo06/ >

"Proving video coverage was a major undertaking, but with this service
